The Parish Council Meetings are held in the Pavilion at Victory Recreation Ground in Elysian Gardens commencing at 7.30pm.

All Parish Council Meetings are open to the public and agendas are displayed on the Council noticeboards and website in advance of the meetings. Members of the public can address the Council at the start of the meeting on any item appearing on the agenda under the item ‘Public Forum’.

Tollesbury Parish Council has eleven members. The Council’s responsibilities include:

The Recreation Ground, The Pavilion, The Cemetery, The Allotments, Hasler Green, Woodup Pool, Woodrolfe Green, Woodrolfe Hard, Street lights (approx. 40 are owned by the Parish Council), The Lock Up, and War Memorials.

The Parish Council’s representatives are as follows:

  • Fairways Committee – Andrew St Joseph
  • Community Policing – Liaison with Community Protection Officers – Mr M Bell
  • Transport Representative – Mrs J Rogers
  • Mersea Habour Protection Trust – Mr S Plater (Trustee)
  • Taylors Charity – Mr R Clare (Trustee)
  • Neighbourhood Plan Steering Group – Mr S Plater, Mr R Clare, Mr A St Joseph.

The Register of Interest sets out the nature of the interest which must be declared by each Councillor under the following headings:-

Disclosable Pecuniary Interests – Members are required to register not only their own interests under this heading but also those of their spouse or civil partner or of any person with whom they are living as husband and wife or as if they were civil partners and the Member is aware that the other person has the interest.
Other Pecuniary Interests – Members are only obliged to register their own interests under this heading and do not need to include the interests of spouses or civil partners or others.
Registerable Non- Pecuniary Interests – Members are only obliged to register their own interests under this heading and do not need to include the interests of spouses or civil partners or others.

The Monitoring Officer at Maldon District Council is required by the Localism Act 2011 to maintain a Register of Councillors’ interests and to publish the Register on the Council’s website. Members of the public can arrange to view Registers of Interest by contacting the Monitoring Officer monitoring.officer@maldon.gov.uk or telephoning 01621 854477. Code of Conduct

All councils are required by the Localism Act 2011 to adopt a code of conduct that sets out the rules governing the behaviour and registration of declaration of interests for their councillors when acting in their official capacity.

Tollesbury Parish Council Council has adopted the Local Government Association (LGA) Code of Conduct. It deals with behaviour such as:

  • bullying
  • failing to respect others
  • misuse of the Council’s resources
  • failure to disclose pecuniary and non-pecuniary interests
  • unlawfully disclosing confidential information
  • misuse of the office of Councillor to improperly benefit somebody
